China is building competitive institutions and alternative frameworks to the Western liberal order (like its own version of the World Bank), demonstrating that the West has been slow to adapt and reform institutions, and that rising powers are creating parallel structures rather than joining existing ones.
The core problem with proposed solutions to global disorder is that many want to 'throw out' the liberal international order but lack a viable alternative system, and completely dismantling an order that brought relative peace and prosperity would be a 'recipe for disaster' unless a better replacement is ready to implement.
