China is pursuing 'managed competition' with the US on Taiwan: China does not need to invade because time is on its side. Over enough time, Taiwan (ethnically Han Chinese) will recognize alignment with the mainland makes more sense, and a form of reunification will occur naturally. Military action would be self-defeating.
There are 'ghost cities' in China but the country is not 'littered' with them; most 'ghost cities' eventually get populated as urbanization continues; Pudong itself was initially empty but is now fully developed, demonstrating the time-lag between infrastructure investment and population growth
