The best predictor of a polity's economic success is lack of natural resources (Singapore, Hong Kong, Dubai all outperform resource-rich neighbors like Saudi Arabia and mainland China despite similar ethnicity and work ethic), because resource scarcity forces trade and development of human capital and networks.
