Effective satire of evil regimes (like Brooks' satire of Mussolini's fascism or Chaplin's satire of Hitler) can work well, but Yuri Iannucci's film 'The Death of Stalin' portrays regime operatives (Beria, Molotov, Khrushchev, Kaganovich) as idiots and corrupt urban politicians rather than as blinkered ideologists who were effective administrators in a dictatorship, thus missing how the system actually functioned.
