Putin's first two presidential terms (2000-2008) were strikingly successful not primarily because of his policies but because oil prices were high, providing enough money to satisfy both the embezzling elite and ordinary Russians, while simultaneously maintaining civil society space at the local level so long as criticism avoided direct attacks on the Kremlin.
