Empires follow a near-universal life cycle: they rise because they are young, energetic, cohesive and open; they peak and become arrogant, insular and close-minded, defeated by hubris; and then they decline and die without re-emerging—with no historical counterexample of an empire reviving (the Byzantine Empire being a distinct entity from Rome, not Rome reborn).
