Because there is a systemic lack of trust in the federal government, the strategy should reserve for Washington only the funding and supply-chain coordination that genuinely require it, while empowering higher-trust state and local governments and leading businesses to execute and lead public communication—potentially via an interstate compact where federal funding is administered by states and staffed by the private sector.
