Quarantine Model: Constrain, Don't Punish
Rejecting free will requires separating mitigating harm from retribution: you must still protect society from dangerous people, but the model is a car with failed brakes—you constrain it in a garage and research how to fix the brakes, but you don't take a sledgehammer to it for having a 'rotten soul'; punishment becomes at most an occasional instrumental tool to be deeply distrusted.
