Nations are ecologically dependent, not independent—India, for example, is powerful politically and militarily but is not an independent nation ecologically because it depends on what other countries do; therefore, even good climate policies adopted only by India (or any single nation) will fail to save Mumbai or prevent ecological disaster without global cooperation.
