Russia, China, and other adversaries will attempt to 'take advantage of the continuing divisions in the country' and will 'take the existing divisions and try to broaden them uh further in an effort to reduce our will to contest really what is their Mutual effort to tear down the existing rules of international discourse and replace them with a new set of rules that are sympathetic to their authoritarian forms of government.'
