Planned closure beats repeated unexpected shutdowns

Reopening under current conditions will, per all epidemiological models, cause a disease resurgence requiring renewed lockdowns; keeping things closed another month-plus is less damaging than sudden, unexpected, recurring shutdowns, which destroy businesses' ability to plan—whereas a planned period of bridge loans and Fed bailouts can be legislated ahead of time.
