Modern warfare currently favors defense due to sensor networks and difficulty in achieving force concentration, but this is not a permanent state—new organizational constructs and doctrinal innovations rather than new technology will shift advantage back to offense, just as organizational changes between 1914 and 1918 broke the WWI stalemate.
