There is a different burden of proof and procedure once someone has been admitted with a green card versus keeping them out in the first place—it is better to keep people out than to admit them and then figure out how to respond—but a sufficiently despicable green card holder can have their status rescinded and be removed, since a green card holder is not a citizen.
