Giant organizational structures systematically get worse over time in their performance despite good intentions and capable personnel, and governments are no exception—this is basic organizational theory taught on day one—yet we are currently asking government to do more and more while its delivery of basic services declines, creating a trajectory where performance is declining while demands increase.
