Putin's significance lies not in having been a low-level KGB functionary but in being a highly intelligent Russian nationalist trained in a distinctly Russian (not uniquely KGB) view of international relations as a zero-sum game of pure power, fundamentally different from the Western norm that both sides can benefit from agreement.
