Operation RYAN illustrates how an authoritarian intelligence system that only accepts confirmation of leadership's presuppositions produces circular reporting and genuine mass delusion: in 1983 the paranoid Soviet leadership tasked the KGB to warn of an imminent US first strike, field officers fabricated confirming reports to please their masters, the leadership then took real preparatory measures, the US detected those and escalated—an entirely fictional yet dangerously real crisis.
