Putin chose to oppose and destroy rather than reform because reform would have meant dismantling Russia's vertical of power and economic model and thereby betraying the cultural narrative that justifies that control—he had effectively lost the contest in central Europe because nothing is more powerful than an individual's desire to make his own decisions.
